In this review, the Climate Change Advisory Council warns that Ireland remains substantially off track in meeting its EU and national emissions reduction targets by 2030. It sets out recommendations for action including decarbonising Ireland's energy system, compact growth and climate governance. The Council recommends eliminiating fossil fuel subsidies without delay and transposing EU directives into law, particularly in relation to energy. It also recommends setting clearer and more ambitious targets for compact growth to support the development of sustainable communities, and clarifying how the Government intends to deal with sectoral emissions ceiling exceedances, unallocated emissions savings, revisions to historical emissions inventory estimates, and the sectoral emissions ceiling for the Land Use, Land Use Change and Forestry sector.
