International tensions as well as the unavailability of part of the French nuclear fleet impose an unprecedented effort in terms of energy sobriety. With regard more specifically to State administrations, this circular enjoins the ministers, deputy ministers and secretaries of state to initiate, without delay, large-scale measures aimed at reducing energy consumption and accelerating the exit from fossil fuels.
