Summary

The National Disaster Risk Management Plan 2019 - 2030 is divided into four strategic axes, which are aligned with the Sendai Framework, whose action priorities are (i) improving knowledge of disaster risks, (ii) strengthening disaster risk governance, (iii) developing and using financial mechanisms to build the resilience of communities, public and private structures and (iv) improving preparedness for an effective response and rapid recovery after a disaster.

This revised Haitian strategic framework for disaster risk management integrates the issue of climate change and human security. It emphasizes gender sensitivity, the inclusion of people living with disabilities and universal access during the intervention and reconstruction phases. Investment protection, risk transfer, public and community governance of disaster risks, the organization of volunteering and accountability are also integral parts of it. Furthermore, this plan is based on a common vision by focusing action on the role of individuals and communities in disaster risk management. It favours a participatory, inclusive approach and an integrated and holistic strategy.
