Summary
The objective of this enabling activity will be to enable the Sultanate of Oman to develop and strengthen its capacity to undertake and prepare national climate change reports, specifically the First Biennial Transparency Report and the Third National Communication, in compliance with its reporting commitments as a Party to the United Nations Framework Convention of Climate Change (UNFCCC) and its Paris Agreement. It will build on and learn from previous work and institutional arrangements undertaken in relation to the first and second national communications and its first Biennial Update Report under the UNFCCC.
Efforts will be made to address the needs for climate change reporting capacity building identified in the technical review of the initial BUR of Oman. Specifically, it will: (a) Enhance understanding and capacity to meet NC and BTR reporting requirements; (b) Improve the national GHG inventory by estimating emissions of precursor and indirect gases, as well as short-lived climate pollutants; (c) Improve the information provided on mitigation actions and their effects by: (i) Reporting on methodologies and assumptions; (ii) Developing an MRV system for its NDC that encompasses, inter alia, approach to monitoring progress in implementing actions, reaching targets and achieving emission reductions; (iii) Developing and implementing NAMAs and other actions under its NDC; and (d) Develop indicators for adaptation and climate modeling at a fine scale.
