The Act of 17 December 2020 on promoting electricity generation in offshore wind farms aims to boost the production of renewable energy from wind in the Baltic sea, in accordance with EU regulations.The Amendment brought by the Act of 9 October 2025 aims to "unblock" the second phase of Polish offshore development. By removing rigid administrative bottlenecks (like the 50m placement rule) and adding the intervention auction fail-safe, the government aimed to ensure that Poland meets its target of 5.9 GW by 2030 and 18 GW by 2040.
