The resolution introduces a centralized administrative framework to identify, classify, and ensure traceability of projects that generate or may generate carbon credits within Paraguay.
Mandatory Registration Requirement
- Registration is mandatory for all mitigation projects (reduction, avoidance, capture, or removal of GHGs).
- Applies regardless of sector, scale, or certification standard.
- Required prior to initiating certification with any carbon standard.
Transitional Provisions
- Projects already in the certification cycle must register by March 15, 2026.
- Deadline is non-extendable.
- Non-compliance constitutes an administrative offense.
Fees
- Registration fee: 150 daily minimum wages (PYG 16,725,300; approximately USD 2,590, exchange rate of 1 USD = PYG 6'457.42 as of February 23, 2026) as a one-time payment.
- Exemption: Projects led by indigenous communities.
- Modifications to registered projects are also subject to fees.
