2023 Progress Report

This plan is the first developed under the Canadian Net-Zero Emissions Accountability Act. It develops sectoral projections of emissions reductions to 2030 with a view on achieving net-zero by 2050, details the government's low-carbon strategy and announces $9.1 billion in new federal investments. The government notably states its objective of reducing methane emissions from the fossil fuel industry. Progress under the plan will be reviewed in 2023, 2025, and 2027. Additional targets and plans will be developed for 2035 through to 2050. Sectoral goals, funding and measures laid out in the document include the following:&nbsp;
<ul>
<li>Homes and buildings: develop a $150 million Canada Green Buildings Strategy and provide $458.5 million of new investment to the Canada Greener Homes Loan program in order to reduce energy costs</li>
<li>Indigenous climate action: the Low Carbon Economy Fund is renewed ($2.2 billion funding) and include a dedicated $180 million Indigenous Leadership Fund</li>
<li>Energy systems: support regional growth, jobs and transformation of energy systems with a $25 million investment in Regional Strategic Initiatives</li>
<li>Electricity grid: aim of establishing a Pan-Canadian Grid Council to promote clean electricity infrastructure investments in coordination with provinces and utilities. Investment of $600 million in the Smart Renewables and Electrification Pathways Program and $250 million to support predevelopment work for large clean electricity projects</li>
<li>Clean transport: reduction of emissions from light, and heavy vehicles. provision of $1.7 billion to extend the Incentives for Zero-Emission Vehicles (iZEV). $400 million in additional funding for zero-emission vehicles (ZEVs) charging stations. The Canada Infrastructure Bank will also invest $500 million in ZEV charging and refueling infrastructure. Sales mandate to be put in place to ensure thresholds of clean vehicles sales. Development of a MHDV ZEV (medium- and heavy-duty zero emission vehicles) regulation.&nbsp;</li>
<li>Industry: developing a carbon capture, utilization and storage (CCUS) strategy, introducing an investment tax credit to incentivize the development and adoption of this important technology, and investing $194 million to expand the Industrial Energy Management System to support ISO 50001 certification, energy managers, cohort- based training, audits, and energy efficiency-focused retrofits for key small-to-moderate projects.</li>
<li>Agriculture: help the sector to adopt sustainable practices thanks to an investment of $470 million in the Agricultural Climate Solutions: On-Farm Climate Action Fund. Further to this, there will be a tripling of investment of the funding for the Agricultural Clean Technology Program (to $330 million) to support the purchase of energy-efficient equipment. $100 million will also be invested on science to support a sectoral transition to net-zero by 2050.</li>
<li>Environment: promote nature-based emissions reductions through an additional provision of $780 million for the Nature Smart Climate Solutions Fund.</li>
<li>carbon pricing: develop strategy to "guarantee the price of pollution", using legislative approaches and investment approaches, like carbon contracts for differences. Aims to see carbon price rising by $15 a year in order to reach $170/tonne by 2030.</li>

Policy instruments are techniques or tools used by governing authorities to promote certain policies in order to achieve predetermined goals. Put simply, instruments are how a government tries to achieve its goals, with this taxonomy being focused on national policy instruments.

Risk is the potential for adverse consequences resulting from the dynamic interplay between (climate-related) hazards, exposure, and vulnerability of affected human or ecological systems.

Renewable energy means all forms of energy produced from renewable sources in a sustainable manner.

The management and allocation of funds, assets and investments to meet various objectives

Terrestrial means "of the earth" and relates to the risks to ecological system that includes all living organisms and their interactions within land-based environments, such as forests, grasslands, and deserts.

Any compulsory, unrequited payment to the government levied on corporations or individuals. This can be for environmental reasons, such as introducing a Carbon tax to set a price that emitters must pay for the greenhouse gases they emit.

Heavy precipitation refers to any form of weather where substances fall from the sky, including rain, snow, sleet, or hail.

A ban is a legal action that prevents the sale or supply of a product or service, or that recalls a product from the market. Examples are bans on SF6, greenwashing, fossil fuel advertisement or single-use plastics.

Actions to adapt human health, healthcare systems and well-being to climate change.

Air pollution involves harmful contaminants in the air, affecting both indoor and outdoor environments. It can lead to health issues like respiratory diseases and heart problems, and climate impacts such as global warming. Pollutants can damage plants, trees, habitats, and water bodies like rivers and lakes.

Activities that provide lodging, food, and entertainment services to guests, including hotels, restaurants, and resorts.

A commitment to balance GHG emissions with removal by a certain point in time, effectively reducing the net emissions to zero

Work that is productive and delivers a fair income, security in the workplace and social protection for all, better prospects for personal development and social integration, freedom for people to express their concerns, organize and participate in the decisions that affect their lives and equality of opportunity.

Financial support to help individuals manage the effects of unexpected events, securing their livelihoods and increasing the resilience of people and businesses to the changing climate. It’s especially vital in developing regions where everyday risks, climate-related weather extremes, or crop failures can push people into poverty. Climate change impacts our society by disrupting the natural, economic and social systems we depend on. Physical hazards and underlying vulnerabilities can lead to increased resource competition for food and water, which can heighten the risk of conflict.

Dedicated pool of financial resources for climate-related projects.

Hot temperature extremes are daily maximum temperatures  that were exceeded on average once in a decade or once in 50 years, and includes heatwaves.

This sector provides communication services, software development, and IT solutions.

Jobs that contribute to preserving or restoring the environment. We include jobs which require a high amount of green skills or which spend much of their time on green activities, as well as jobs transforming polluting industries.

Codes and standards are regulatory instruments that specify minimum standards to protect health and safety. This ranges from performance standards, which prescribe outcomes while allowing flexibility to achieve compliance, to the more prescriptive approach of technology-specific standards.

Finance that is primarily directed towards climate change adaptation, including increasing resilience and robustness to actual or expected climate change and its effects.

Fossil gas, commonly known as natural gas, is a fossil fuel consisting chiefly of methane with smaller amounts of other hydrocarbons and trace gases, found in underground deposits.

A long-lived, colourless gas, chiefly emitted from fossil fuel combustion, deforestation and cement production.

This sector involves the wholesale and retail selling of goods.

A subsidy is a direct or indirect payment to individuals or businesses, typically provided as a government cash payment or a specific tax reduction.

Any substance with chemical properties that can cause physical harm to people or damage the environment, including ammonia, carbon monoxide, phosphine, chlorine, arsenic, cadmium, mercury, pesticides, dioxins, microplastics, benzene, asbestos, aflatoxins, fluoride, methanol, and toxins from marine sources.

Slow onset events evolve gradually from incremental changes over many years or from increased frequency or intensity of recurring events. As defined in the Cancun Adaptation Framework (2010), slow onset events include risks and impacts from rising temperatures, desertification, biodiversity loss, land and forest degradation, glacial retreat, ocean acidification, sea level rise, and salinization.

Risks to the ecosystem health of the marine environment, including ocean warming, ocean acidification, and ocean deoxygenation, harming biodiversity, species health, ecosystem services, and coastal community livelihoods.
