The National Climate Change Plan (the Climate Plan) guides adaptation and mitigation efforts to reduce the adverse effects of climate change and the vulnerability of environmental, social, and economic systems.
The Resolution No. 03, dated September 14, 2023, provides for the update of the Climate Plan and defines it as an instrument of the National Policy on Climate Change (PNMC) to consolidate the strategies, plans, and targets of the Federal Executive Branch, contributing to the objectives of the Policy and to the achievement of the targets established in the Nationally Determined Contribution (NDC) under the Paris Agreement.

Brazil's Adaptation Climate Plan: Sectoral Plan for Cities

<p>Brazil’s Sectoral Plan for the Cities is part of the Adaptation Climate Plan framework and focuses on increasing the resilience of urban areas to climate change impacts. The plan focuses on integrating climate adaptation into urban planning, housing, infrastructure, sanitation, mobility, and territorial management policies. It seeks to reduce the vulnerability of cities and urban populations to climate-related risks such as floods, droughts, landslides, heatwaves, and extreme weather events, while promoting inclusive, sustainable, and climate-resilient urban development.The main objectives are:</p>

Climate change impacts our society by disrupting the natural, economic and social systems we depend on. Physical hazards and underlying vulnerabilities can lead to increased resource competition for food and water, which can heighten the risk of conflict.

Slow onset events evolve gradually from incremental changes over many years or from increased frequency or intensity of recurring events. As defined in the Cancun Adaptation Framework (2010), slow onset events include risks and impacts from rising temperatures, desertification, biodiversity loss, land and forest degradation, glacial retreat, ocean acidification, sea level rise, and salinization.

Risks to the ecosystem health of the marine environment, including ocean warming, ocean acidification, and ocean deoxygenation, harming biodiversity, species health, ecosystem services, and coastal community livelihoods.

Climate change can have a range of impacts on technological system. Social inclusion is the process of improving the terms on which individuals and groups take part in society—improving the ability, opportunity, and dignity of those disadvantaged on the basis of their identity.

Geohazards are adverse geological phenomenon's that are capable of causing widespread damage or loss to property, life and the environment, such as earthquakes, volcano eruptions and tsunamis. Climate change can increase the frequency and severity of some geohazards, such as landslides, and soil erosion.
