<p>The Energy Act (EZ-2) establishes the overarching legal framework governing Slovenia’s energy sector, covering the organisation, regulation, and development of energy markets, infrastructure, and supply. It defines the roles and powers of key institutions (including the Energy Agency), regulates energy activities (electricity, gas, and heat), and sets rules for market functioning, consumer protection, and energy supply security, including measures for crisis situations and price interventions. The act also embeds climate and energy transition objectives by promoting renewable energy sources, energy efficiency, and investments in low-carbon technologies, while requiring local authorities to adopt energy planning documents with targets for energy savings and increased use of renewables. Overall, EZ-2 serves as the central instrument for implementing Slovenia’s energy policy and supporting the transition toward a secure, competitive, and decarbonised energy system.</p>

It’s especially vital in developing regions where everyday risks, climate-related weather extremes, or crop failures can push people into poverty. Without insurance, people may have to resort to selling assets or cutting consumption to cope with losses.
