<p>The Ministerial Decree of 7 August 2025 updates and strengthens Italy’s “Conto Termico” incentive scheme to support small-scale projects that improve energy efficiency and produce thermal energy from renewable sources. The measure provides non-repayable financial incentives managed by the Gestore dei Servizi Energetici (GSE) for interventions such as building insulation, replacement of windows and heating systems, installation of heat pumps, solar thermal systems, biomass boilers, and other renewable heating technologies. It applies to public administrations, private individuals, and businesses, with incentives covering up to about 65% of eligible costs for private entities and up to 100% for certain public buildings (e.g., schools or hospitals). The scheme aims to accelerate the decarbonisation and energy upgrading of buildings.</p>
