To support twenty-five (25) developing countries in the preparation and submission of BTRs and combined BTR/National Communications (BTR/NCs) in a gender-responsive manner that aligns with the reporting requirements of the UNFCCC and the Paris Agreement (PA), while also addressing each country's unique national development priorities.

Moldova's Final National Energy and Climate Plan (NECP) for 2025-2030 is based on existing national policies and strategies, and addresses five overarching dimensions of progress for the country's energy system: decarbonisation; energy efficiency; energy security; internal energy markets; research, innovation and competitiveness. The NECP aims to highlight existing, planned and potential policies/investments over the 2025-2030 period. Targets in the plan include a 27% renewable share of gross final energy consumption by 2030, and secondarily a maximum final energy consumption of 2.8 million tonnes of oil equivalent (Mtoe), which is to be achieved by energy efficiency measures. The decarbonisation measures in this plan include financial instruments (ie. integration into EU cross-border emissions trading), biological measures (ie. afforestation, low-carbon cattle feed), renewable energy installations, electrification of public transport, promotion of biogas and biofuels.
