The project supports Cabo Verde, Montenegro and Somalia to each prepare and submit standalone Biennial Transparency Reports (BTRs) and combined Biennial Transparency Report/ National Communication (BTR/NCs). This enables compliance with the United Nations Framework Convention on Climate Change (UNFCCC) and the Paris Agreement (PA) reporting requirements, while responding to their national development goals. The project shall produce a total of six reports: three standalone BTRs and three combined BTR/NC reports.

The National Energy and Climate Plan (NECP) of Montenegro contains the following objectives for 2030: a 55% reduction in emissions, a renewable energy share of at least 50%, and substantial progress in energy efficiency.
The NECP builds on the country’s strong hydropower base while accelerating solar and wind deployment. It includes incentives for EV adoption and charging infrastructure, and contains actions for improved energy efficiency especially for buildings and public infrastructure.

The project aims to strengthen climate resilience in the Western Balkans, covering Bosnia and Herzegovina, Montenegro, North Macedonia, and Serbia, by fostering regional cooperation and innovation for climate adaptation. It supports locally led, scalable solutions addressing floods, droughts, and heatwaves, while promoting knowledge exchange, innovation finance, and inclusive participation. Through ecosystem-based and technology-driven approaches, it enhances livelihoods, ecosystems, and regional collaboration for long-term climate resilience.
