The strategy addresses all greenhouse gas emissions across various sectors, including the emissions trading sector, the effort-sharing sector, and the land use sector. It also considers carbon sinks within the land use sector and other areas. The strategy encompasses the five dimensions of the EU’s Energy Union: decarbonisation of the economy, renewable energy, energy efficiency, internal energy market, energy security, and the promotion of research, innovation, and competitiveness.

This strategy updated and strengthened Finland's energy and climate policy framework, reflecting the legally binding 2035 carbon-neutrality target, EU climate objectives and the need to accelerate the clean transition. It covers the energy, transport, buildings, industry, agriculture and land-use sectors and places particular emphasis on renewable energy, energy efficiency, electrification, energy security and reducing dependence on fossil fuels. The strategy also responds to the energy-market disruption caused by Russia's invasion of Ukraine.
