The plan aims to reduce the harmful impact of waste on the environment and public health, as well as to achieve the most efficient use of resources, opening up new markets, and creating new jobs. An important part of the Plan is to create the best possible conditions for preventing waste generation. The NWMP’s objectives focus on reducing waste generation, increasing recycling, preventing landfilling of biodegradable waste, and promoting waste prevention and reuse — all of which help lower greenhouse gas emissions associated with waste decomposition and energy use. By reducing the volume of waste sent to landfills and improving recycling and recovery, the plan supports national climate goals and contributes to national action on climate change as the reduction of waste disposal directly relates to reduced methane and CO₂ emissions.The National Waste Management Plan 2021–2028 for Bulgaria was officially adopted by the Council of Ministers on 17 June 2021, when the government approved the strategic document covering the period 2021–2028.
