Summary

This proposal is applying to the Enhanced Direct Access call of the Adaptation Fund for involving sub-national institutions and civil society organizations on adaptation, using the Rwanda Green Fund, FONERWA. In line with the objective of AF Enhanced Direct Access, this Programme seeks to empower organizations in Rwanda to access international climate finance beyond what can be achieved through the Direct Access modality alone, by devolving decision-making in the programming of internationally allocated funds to national and sub-national levels. The programme objective is ‘to increase devolved adaptation decision makingand finance through direct enhanced access to the sub-national level for ruraladaptation in water, agriculture and land-management sectors’. This willencourage local adaptation solutions and deliver climate finance to local levels,notably for the most vulnerable. The proposed EDA programme has been structured intothree main components, which are supported by programme execution activities.Component 1. Awareness raising, capacity building and proposal developmentsupport. Component 2. Review and Approval of Sub-National Adaptation Proposalsunder the CFP. Component 3. Grant Management of Sub-National EDA programme.
