The Strategic Framework aims at making Taiwan's energy sector 1) highly efficient, 2) high value-added in energy consumption, 3) low-carbon and 4) less dependent from imported fossil fuels and other energy sources.

An aim to achieve a quantifiable outcome within a given time-frame, set by an institution such as a national government.

Policy instruments are techniques or tools used by governing authorities to promote certain policies in order to achieve predetermined goals. Put simply, instruments are how a government tries to achieve its goals, with this taxonomy being focused on national policy instruments.

Risk is the potential for adverse consequences resulting from the dynamic interplay between (climate-related) hazards, exposure, and vulnerability of affected human or ecological systems.

Renewable energy means all forms of energy produced from renewable sources in a sustainable manner.

Supplemented by further technological breakthroughs and proper administrative measures, energy intensity will decrease 50% by 2025 against a 2008 baseline

Reform the industrial sector towards a high value-added and low energy intensive structure, so that its carbon intensity could reduce more than 30% by 2025 against a 2008 baseline

Improve energy efficiency by more than 2% per annum, so that when compared with the level in 2005, energy intensity will decrease 20% by 2015 against a 2008 baseline

Renewable energy share in the electricity system 8% by 2025

Raise the fuel efficiency standard for private vehicles by 25% by 2015 against a 2008 baseline
