The plan is consistently based on the principle of the waste management hierarchy, which provides a framework for waste policy with an emphasis on waste prevention and maximum recycling and utilization of waste. It formulates a long-term perspective for sustainable waste management in the Czech Republic with a horizon up to 2035 in the context of binding targets defined in European and national legislation.The plan consists of an analytical, binding, guideline part and the structure and content of the plan are based on the requirements of the Waste Act, in connection with the regulations of the European Union and also the methodological recommendations of the European Commission.
