<p>Venezuela's Homeland Plan for the Seven Transformations (2025-2031) represents a comprehensive national development strategy that positions ecosocialism as a central doctrine for addressing the climate crisis and transforming the country's economic model. The plan acknowledges climate change as a societal challenge requiring fundamental shifts in industrial, energy, and urban design policies, whilst recognising Venezuela's dual role as a global hydrocarbon power seeking to diversify beyond oil dependency. The document frames ecosocialism as an alternative development model to capitalism, emphasising respect for Mother Earth's rights, sustainable resource utilisation, and the integration of indigenous ecological knowledge into national policy frameworks.The plan's Sixth Transformation specifically addresses ecosocialism, climate emergency response, and Amazon protection through a series of policy proposals. These include national policies for climate crisis mitigation, urban reordering for disaster risk reduction, massive reforestation of watersheds, soil desertification prevention, promotion of alternative energies and bioclimatic building design, and enhanced waste management systems. The strategy emphasises community participation through social cartography, early warning systems, and environmental education incorporating indigenous practices. Additionally, the plan calls for strengthening international climate policies, protecting water sources and associated ecosystems, creating green corridors in urban spaces, and implementing monitoring systems for environmental protection, including remote sensing technologies for detecting harmful activities.</p>

It’s especially vital in developing regions where everyday risks, climate-related weather extremes, or crop failures can push people into poverty. Without insurance, people may have to resort to selling assets or cutting consumption to cope with losses.

Any substance with chemical properties that can cause physical harm to people or damage the environment, including ammonia, carbon monoxide, phosphine, chlorine, arsenic, cadmium, mercury, pesticides, dioxins, microplastics, benzene, asbestos, aflatoxins, fluoride, methanol, and toxins from marine sources.

Slow onset events evolve gradually from incremental changes over many years or from increased frequency or intensity of recurring events. As defined in the Cancun Adaptation Framework (2010), slow onset events include risks and impacts from rising temperatures, desertification, biodiversity loss, land and forest degradation, glacial retreat, ocean acidification, sea level rise, and salinization.

Climate change can have a range of impacts on technological system. Extreme weather events can cause infrastructure failures like power outages or damage to roads and bridges, as well as the impacts from waste following natural disasters. Human activities also cause technological impacts, such as the risks posed by oil spillage and leaks.
