Throughout Latin America, the transport sector is the largest and fastest-growing source of greenhouse gas emissions, driven by a car-centric urban development and a lack of electric and public transit alternatives. While there are a few electric vehicle (EV) pilot projects in the region, achieving long-term transformation and large-scale market adoption remains difficult. This is due to the higher capital requirements for EVs, risk perceptions by the private sector regarding public EV business models, and policies that are not conducive to wide EV adoption. The region has significant potential for clean transportation and electric mobility because it generates relatively clean electricity.

To overcome the barriers and take advantage of the opportunities, the project aims to reduce the investment risks for both the public and private sector in the e-mobility industry. It will provide technical support to develop and test business models and develop the enabling environment to expedite the widespread viability of electric mobility in urban public transport – including large-scale investments in infrastructure and EVs.

The programme will improve access to affordable, attractive, and low carbon urban transport, especially for the most vulnerable populations that often depend on public transport to access basic services and socio-economic opportunities.

Area of the economy in which actors engage in identical or related activities.

In human systems, the process of adjustment to actual or expected climate change and its effects, in order to moderate harm, increase resilience or exploit beneficial opportunities. In natural systems, the process of adjustment to actual climate change and its effects; human intervention may facilitate adjustment to expected climate change and its effects.

Direct investments by the governments using public funds. This can be to support climate initiatives or integrate climate into other projects.

Compulsory, required payments to the government that are levied more-or-less in proportion to the services provided. Fees and charges range from entrance fees to national parks, charges on land-based sewage discharge.

Financial support to help individuals manage the effects of unexpected events, securing their livelihoods and increasing the resilience of people and businesses to the changing climate. It’s especially vital in developing regions where everyday risks, climate-related weather extremes, or crop failures can push people into poverty. Without insurance, people may have to resort to selling assets or cutting consumption to cope with losses.

Codes and standards are regulatory instruments that specify minimum standards to protect health and safety. This ranges from performance standards, which prescribe outcomes while allowing flexibility to achieve compliance, to the more prescriptive approach of technology-specific standards.

The processes through which enterprises can identify, prevent, mitigate and account for how they address their actual and potential adverse impacts. Due diligence is the idea that reasonable precautions should be taken to avoid causing harm to people, the environment, or society. It also involves identifying and mitigating risks before they occur.

A ban is a legal action that prevents the sale or supply of a product or service, or that recalls a product from the market. Examples are bans on SF6, greenwashing, fossil fuel advertisement or single-use plastics.

Financial actors and resources that are primarily directed towards climate change mitigation, adaptation and compensation.

Dedicated pool of financial resources for climate-related projects.

Air pollution involves harmful contaminants in the air, affecting both indoor and outdoor environments. It can lead to health issues like respiratory diseases and heart problems, and climate impacts such as global warming.
