The Ordinance on Methodologies for Setting National Energy Savings Targets and Verification of Energy Efficiency Measures (SG 27/2009, last amended SG 88/2011) establishes the framework for implementing the Energy Efficiency Act in Bulgaria. It defines how national energy savings targets are calculated and allocated to obligated parties under Article 10, sets the eligible energy efficiency measures, and specifies the methodologies for assessing and verifying achieved energy savings. Additionally, it regulates the approval of the tariff for fees collected by the Energy Efficiency Agency when issuing energy savings certificates under Article 51. The ordinance ensures transparent accounting of energy savings, facilitates compliance with national and EU energy efficiency obligations, and supports reporting under EU directives.
