The UK Climate Change Committee’s 2026 Progress in Reducing Emissions report to Parliament, published on 24 June 2026, concludes that the UK has made substantial long-term progress in reducing greenhouse gas emissions but is not acting quickly enough to meet its future climate targets. UK emissions fell by 1.8% in 2025 to 407 million tonnes of CO₂ equivalent, around 50% below 1990 levels, and the country is on track to meet its fourth carbon budget (2023–2027). However, the Government’s current policies leave a significant gap in meeting its 2030 Nationally Determined Contribution (NDC) under the Paris Agreement, which commits the UK to reducing emissions by at least 68% below 1990 levels. The Committee identifies the slow pace of electrification as a central concern, particularly in transport, buildings and industry, alongside insufficient progress in agriculture, land use and aviation. It calls for a more ambitious strategy to accelerate electric vehicle uptake, heat pump installation, industrial electrification and renewable electricity deployment, supported by lower electricity costs, improved charging infrastructure, stronger incentives and targeted support for lower-income households.
The report also highlights the implications for household finances and national energy security. The Committee argues that reducing reliance on imported oil and gas would help protect households and businesses from international price shocks, while potentially lowering energy and transport costs. Its analysis suggests that a typical household with a petrol car and gas boiler could save around £1,210 annually by switching to an electric vehicle, heat pump, solar panels and a time-of-use electricity tariff, although savings depend on the home and access to affordable charging. Overall, the Committee stresses that the UK must nearly double the pace of emissions reductions to keep its 2030 target within reach. It warns that relying on future engineered carbon removals without a credible delivery strategy creates additional risks for longer-term carbon budgets. The report calls for stronger, more consistent policies across all sectors, alongside investment in infrastructure and support for households and businesses, arguing that meeting climate targets would also strengthen energy security, improve air quality and reduce exposure to volatile fossil fuel prices.

Financial support to help individuals manage the effects of unexpected events, securing their livelihoods and increasing the resilience of people and businesses to the changing climate. It’s especially vital in developing regions where everyday risks, climate-related weather extremes, or crop failures can push people into poverty. Without insurance, people may have to resort to selling assets or cutting consumption to cope with losses.

A policy instrument designed to support the development and acceleration of renewable energy sources by providing a guaranteed, above-market price for producers.

Tradable permits are market-based tools that grant permission for specific activities, frequently used to regulate emissions. These permits can be issued within a trading system to manage environmental impacts.

Codes and standards are regulatory instruments that specify minimum standards to protect health and safety. This ranges from performance standards, which prescribe outcomes while allowing flexibility to achieve compliance, to the more prescriptive approach of technology-specific standards.

Zoning and spatial planning are both methods for guiding the distribution of people and activities in a space, and are regulatory restriction.

A ban is a legal action that prevents the sale or supply of a product or service, or that recalls a product from the market. Examples are bans on SF6, greenwashing, fossil fuel advertisement or single-use plastics.
