<p>This is the 9th National Socio-Economic Development Plan. Part I of the Plan includes an implementation assessment of Outcome 3 in the 8th Plan, focused on the environment, green growth and readiness to cope with natural disasters and the effects of climate change. Part 2 of the Plan looks forward and sets an output focused on promotion of green growth and climate mitigation, as well as capacities for disaster prevention (see Outcome 4).&nbsp;</p>


<p>With this new submission, the Government of Lao PDR intends to report on the progress of the country’s contribution to the objectives of the Paris Agreement, and to bring forward enhanced action to strengthen Lao PDR’s response to climate threats.</p>


This document sets general rules to enable mitigation and adaptation actions within the country.

This document aims to enable mitigation and adaptation actions to be undertaken across socioeconomic sectors by 2030. It notably seeks to 1) enhance investment environment, 2) develop rural areas and alleviate poverty, 3) promote gender equality, and 4) improve the country's resilience to adverse effects of climate change.&nbsp;

This law sets the country's disaster risk management legal framework.

This Development Plan sets the national strategy to reach certain socio-economic targets over the period 2016-2020. It was officially approved at the VIIIth National Assembly's Inaugural Session in April 2016.

The Plan notably seeks to foster the country's mitigation and adaptation efforts, and to integrate these goals into sectoral strategic and operational plans. Part. 6.6.2 focuses on disaster risk management and adaptation. A list of sectoral and institutional actions to enable disaster risk management is laid out.

Priority mitigation activities include an enhancement of REDD+ projects to reduce emissions and the establishment of sustainable financial mechanisms. The government is encouraged to find a way to integrate REDD+ projects into international carbon trade mechanisms.

Aims for the agricultural sector include the development of cultivation areas for renewable energy crops such as oleaginous fruit trees.

This law defines the principles, regulations and measures related to management, monitoring protection, control, preservation and rehabilitation of the environment, as well as mitigation of anthropogenic impacts and pollutions. Adverse impacts on climate change are included in the scope of this law (art. 11).

Art. 19 on Strategic Environmental Assessment (SEA) specifies that climate effects should be estimated when developing projects that require an SEA.

Art. 20 sets that preventive measures should be undertaken, including tree plantations, construction of dykes and drainage canals.

To strengthen the resilience of livelihoods in low land communities in Lao PDR to climate change through climate-smart and nature-based adaptation approaches at landscape and watershed levels

Climate change impacts Lao PDR’s health sector by triggering more frequent and intense extreme weather events that damage health facility infrastructure – including water, sanitation, and hygiene services – and by creating conditions that increase the incidence of disease. With current adaptation gaps, Lao PDR will continue to suffer socioeconomically as climate and health challenges exacerbate each other. The interplay between health and climate issues means that there is a great need for more holistic climate-health solutions that can deliver results on both fronts and address the root causes of the issues they face. 

Save the Children Australia aims to enhance the climate resilience of the Lao PDR health system and strengthen community capacity to manage current and anticipated health impacts resulting from climate change. This will be achieved through multiple approaches, including strengthening health system leadership and governance at national and subnational levels, expanding health facility access to climate information and key WASH indicators to help track, prepare for, and manage climate-related risks to health, and strengthening health system capacity in 25 climate-vulnerable rural districts. The project will work directly with the Laotian health system and affected communities to address knowledge, capacity, and resource barriers, so Laotians can transform their own health and work toward climate-resilient development.


The impacts of climate change have been affecting the livelihoods, food security, water security, and health of millions of people in countries like Cambodia, Indonesia, Lao PDR, Pakistan, Papua New Guinea, Timor-Leste, and Vanuatu. Poor and vulnerable populations in these countries are disproportionately affected by climate change due to their high levels of exposure and limited access to climate information and adaptive capacity. There is an urgent need for scaling up adaptation action at the local level to address the increasing climate shocks and stresses in these countries. Climate finance is crucial for promoting adaptation among the poor and vulnerable, yet less than USD 1 in every USD 10 of climate finance commitments specifically target local climate action. 

To address these challenges, the Community Resilience Partnership Program (CRPP) proposes to scale-up adaptation measures that address the nexus between climate change, poverty, and gender inequality at the community level. The program will focus on three key areas: i) Strengthening institutional and community capacity to deliver adaptation measures at local level’ ii) improving information and systems for delivering climate-risk informed investments at scale; and iii) providing climate-resilient pro-poor livelihoods and infrastructure investments. By focusing attention on vulnerable communities, CRPP will foster a stronger sense of ownership over local adaptation endeavors to ultimately increase the collective benefits derived from these efforts. 


The main objective of the project is to build climate resilience in vulnerable, poor communities in six provinces in Lao PDR through improving climate adaptation capacity of provincial institutions, and through building resilience in housing. The project will take a comprehensive approach to increasing resilience in shelter and housing by working to improve and localise government adaptation systems as well as strengthening houses and community evacuation centres in selected vulnerable towns.
