This document provides the guidelines for the accounting of greenhouse gas, fossil fuel combustion, and purchased and used electricity emissions for power generation facilities. It includes provisions for carbon emission data quality management, reporting and other information disclosure requirements. It applies to power generation facilities that participate in the National Carbon Emissions Trading Market and use fossil fuels such as coal, oil and gas to generate electricity.
